A. PUBLIC HEARING:

THE CITY PLANNING COMMISSION IN ACCORDANCE WITH PROVISIONS OF ARTICLE 16 OF THE COMPREHENSIVE ZONING ORDINANCE NUMBER 4264 M.C.S., AS AMENDED, WILL HOLD A PUBLIC HEARING ON TUESDAY, JULY 24, 2012, IN THE CITY COUNCIL CHAMBER (CITY HALL 1E07), ON THE FOLLOWING PROPOSED AMENDMENTS TO THE COMPREHENSIVE ZONING LAW OF THE CITY OF NEW ORLEANS.

1. ZONING DOCKET 79/12 – Request by TSM VENTURES, LLC for a Conditional Use to permit a cocktail lounge in an HMC-2 Historic Marigny/Tremé Commercial District, on Square 398, Lot 4 or 2, in the Third Municipal District, bounded by St. Claude Avenue, St. Ferdinand, Marais, and Press Streets. The municipal address is 2805 St. Claude Avenue. (ZBM D-13/PD 7)

2. ZONING DOCKET 80/12 - Request by CITY COUNCIL MOTION M-12-148 for an amendment to the text of the Comprehensive Zoning Ordinance, No. 4,264 MCS, as amended, to amend Article 18, Section 18.51.10, Eastern New Orleans Renaissance Corridor Interim Zoning District (ENORC IZD), Permitted Signs, to state that only monument signs are permitted signs for commercial property within the District and to further prohibit pole signs.

3. ZONING DOCKET 81/12 – Request by CITY COUNCIL MOTION M-12-149 for an amendment to the text of the Comprehensive Zoning Ordinance, No. 4,264 MCS, as amended, to amend Article 18, Section 18.51, Eastern New Orleans Renaissance Corridor Interim Zoning District (ENORC IZD) to classify all retail uses within C-1 and C-2 general Commercial Districts and B-1 and B-2 Neighborhood Business Districts with a gross floor area equal to or greater than 7,500 square feet as conditional uses. This shall include new construction as well as the renovation of existing structures or tenant spaces equal to or greater than 7,500 square feet in floor area.

4. ZONING DOCKET 82/12 – Request by CITY COUNCIL MOTION M-12-171 for an amendment to the text of Article 18 of the Comprehensive Zoning Ordinance, No. 4,264 MCS, as amended, and the designation of such on the corresponding zoning base maps of the City of New Orleans, to establish the RM-2E Algiers Multi-Family Residential Interim Zoning District, which shall supersede all existing RM Multi-Family Residential District zoning classifications in the area generally bounded by the Mississippi River, the Plaquemines and Jefferson Parish lines.

5. ZONING DOCKET 83/12 – Request by CITY COUNCIL MOTION M-12-176 to consider a request for a Conditional Use and Moratorium Appeal to permit the sale of alcoholic beverages for consumption on-premises at a standard restaurant in a B-1 Neighborhood Business District, on Square 81, Lots 15 and 16, in the Seventh Municipal District, bounded by Maple, Hampson, Burdette and Adams Streets. The municipal address is 7708-10 Maple Street. (ZBM A-14/PD 3)

6. ZONING DOCKET 84/12 – Request by CITY COUNCIL MOTION M-12-179 to consider a request for an amendment to Ordinance No. 23,674 MCS, (ZD 23/09, a Conditional Use and Moratorium Appeal to permit the redevelopment of a gasoline service station with the sale of packaged alcoholic beverages for consumption off premises) to modify provisos relative to the consolidation of lots, canopy design, landscaping, right-of-way planting and curbing, and a new Conditional Use to permit a fast food restaurant, in a C-1 General Commercial District and within the Inner-City Urban Corridor Overlay District, on Square 398, Lots 15-A and 17-A, in the Fourth Municipal District, bounded by South Claiborne and Jackson Avenues, Josephine and Willow Streets. 7. ZONING DOCKET 85/12 - Request by ALBERT R COLEMAN for a Conditional Use to permit an auto dismantling establishment in an LI Light Industrial District, on Woodville Tract No. 2, Lots 2, 4, 6, 8, 10, 12, 14, 16, 18, and 20, in the Third Municipal District, bounded by Almonaster and Camelia Avenues, Old Gentilly and Middle Roads. The municipal address is 8200 Old Gentilly Road. (ZBM G-12/PD 9)

B. PUBLIC HEARING:

THE CITY PLANNING COMMISSION WILL HOLD A PUBLIC HEARING ON TUESDAY, JULY 24, 2012, IN THE CITY COUNCIL CHAMBER (CITY HALL 1E07), ON THE FOLLOWING PROPOSED AMENDMENTS TO THE CITY PLANNING COMMISSION RULES, POLICIES AND PROCEDURES.

1. PROPOSED CHANGES TO RULES, POLICIES AND PROCEDURES: Request to consider an amendment to the text of the City Planning Commission Rules, Policies and Procedures to change the method of notification to Commission members when calling a special meeting, to read as follows: “Special meetings of the Commission may be called by the Chair or Vice Chair. Upon notification of such a special meeting, the Executive Director, Chair, or Vice Chair shall cause notice by ordinary mail, e-mail, telephone, or fax to be dispatched to the address of record of the members not less than 48 hours prior to the date of the special meeting. It will be incumbent on each member to update and maintain his or her current contact information with the Executive Director. Such notice shall specify the time and place of the special meeting and the matters to be presented to the Commission.”

C. PUBLIC HEARING:

IN ACCORDANCE WITH THE PROVISIONS OF ARTICLE V OF THE HOME RULE CHARTER OF THE CITY OF NEW ORLEANS, THE CITY PLANNING COMMISSION WILL HOLD A PUBLIC HEARING ON JULY 24, 2012 IN THE CITY COUNCIL CHAMBER (CITY HALL 1E07) TO SOLICIT THE OPINIONS OF CITIZENS RELATIVE TO THE NEIGHBORHOOD PARTICIPATION PROGRAM FOR LAND USE ACTIONS.

CONSIDERATION - SUBDIVISION DOCKET 98/12 – Request by BOARD OF COMMISSIONERS OF THE PORT OF NEW ORLEANS to resubdivide Lot DB-2 and portions of Squares 2250, 2362, 2438, 2439, 2549, 2176, 2177 and 2073 and undesignated Port property being a part of the rear of St. Geme Plantation into Lots 1, 2, 3 and 4, in the Third Municipal District, bounded by Almonaster Avenue, France Road Parkway, Alvar Street and France Road.
