Work on Comprehensive Zoning Ordinance to Begin

You, your neighbors, friends and associates are invited to join in the initial meeting of the planning process to get citizen input on the revision of the Comprehensive Zoning Ordinance (CZO).
 
On Saturday, June 26, 2010 at Dillard University’s, Albert Dent Hall (Gymnasium), the City Planning Commission will host a citywide gathering to explain and get input on the zoning principles, which will be used in crafting the Zoning Ordinance that locks in the Land Use elements of the Master Plan (“New Orleans 2030: A Plan for the 21st Century”). The Citywide Forum will begin at 8:30 AM and will wrap-up around noon. Please RSVP by e-mailing “trene@Brightmomentsnola.com”. We also encourage you to help us spread the word to your e-mail network.
 
Camiros, the lead consultant on the zoning effort, will explain the process and provide information on their “Place Based” approach to developing the CZO. You will have the opportunity to ask questions and give input on the approach and to fully understand how the Comprehensive Zoning Ordinance will impact your neighborhood.

Background Information
 
In the city of New Orleans, the physical development of land is controlled by zoning or the Comprehensive Zoning Ordinance (CZO). Zoning is a key tool for implementing many of the policies of the new Master Plan. It establishes rules for determining where new development can be located and how it should be designed. It establishes where buildings can be placed on lots. It controls the height and size of buildings. Zoning establishes rules for determining how existing homes, businesses and other building can be enlarged or altered. It establishes the density of our neighborhoods. But, zoning does not control all aspects of our built environment, such as the details of building construction, or building maintenance.
 
Zoning in New Orleans today is a patchwork of rules that, while well intended when written, are not well suited to maintaining desired types of existing development or attracting appropriate types of redevelopment. Often, there is a disconnect between what people want to build and what can be built. This is, in part, because our present zoning ordinance was designed to encourage a rather uniform pattern of development. Many of its districts contain regulations that do not fit the development that presently exists or is desired.
 
While the zoning ordinance has undergone substantial amendment over the years to encourage desirable development patterns, these changes have made the ordinance very complex, confusing and hard to use. With the anticipated adoption of the Master Plan, the CPC is now focused on developing a new CZO that will be user-friendly, consistent and predictable in its application; it must be easily understood by the citizens and business community alike.
 
The Process
 
During the coming months, citizens of New Orleans will have the opportunity to consider and discuss elements of the Zoning Ordinance for recommendation to the City Planning Commission, and City Council. A schedule of Planning District Meetings will soon be announced.

City Planning Commission - Save the Date (June 26th)

The City Planning Commission will hold a citywide forum on the Comprehensive Zoning Ordinance revision project on Saturday morning, June 26. More information to follow.

The owner of the site of the former Methodist Hospital complex in eastern New Orleans has granted Mayor Mitch Landrieu a two-month extension on a $40 million deal to purchase the property, Methodist Health System Foundation CEO Fred Young Jr., said Monday.

“The mayor asked for 60 days so he could look over the deal,” Young said. The city has until July 15 to decide on the agreement between site owner Universal Health Care and a city-supported nonprofit, Orleans Parish Hospital Service District. The agreement would commit the city to spending $40 million in federal Community Development Block Grant money – nearly 10 percent of $411 million given to the city for discretionary post-Katrina rebuilding.

Residents of eastern New Orleans say the hospital is needed to bring families back to the storm-decimated area, and that people are now traveling as long as 30 minutes for emergency care.

Landrieu did not respond to requests for comment. In a March 21 e-mail to a neighborhood community organization representative pleading for a quick resolution, former mayor Ray Nagin said Landrieu asked him to “stop and not purchase” the complex.

We need to demonstrate to the rest of the City that we are here and we are working together for a common goal and that is why the Renaissance Marketplace of Eastern New Orleans is a Marketplace with a purpose. All eyes are on us so let’s show them that we collectively care about the future our community. Please attend the Thursday’s meeting at Liberty Building 6600 Plaza Dr. on the 5th floor.

If we have enough volunteers we can schedule each volunteer for 2 hours rather than staying all day. If you have teenage children who are in need of community service work we welcome them!

Congratulations, Tangee!!! Confirmed Appointments to Parish Hospital Service District Councilmember Johnson Councilmember Johnson

The Council passed Motions M-10-212 and M-10-213, co-authored by Councilmembers Johnson, Fielkow and Clarkson, confirming and approving the appointments of Christy L. Valentine, MD and Tangeyon S. Wall, as members of the Parish Hospital Service District for the Parish of Orleans, District A.

As a result of the lack of accessible medical services in eastern New Orleans post-Hurricane Katrina, the Parish Hospital Service District was formed to work towards opening a hospital to serve the residents of New Orleans East.

District "E" Councilmember Jon D. Johnson said, "We owe it to the citizens of New Orleans East to provide high quality, accessible healthcare, something that we can all be proud of. This organization is dedicated to opening a hospital in one our City's most vulnerable areas; we want to ensure that this group is fully equipped and capable of operating efficiently."

Master Plan Meeting Reminder

Just a reminder about the Public Meeting for District D for the Master Plan coming up Tuesday March 23rd, at 6:00pm, Gentilly Presbyterian Church at Franklin and Gentilly Blvd.

We will also have a joint meeting for the same topic for Council Distrct D - East with Council District E on Monday March 22nd, 6:30pm at Houshold of Faith Church, 9300 I-10 Service Road, in New Orleans East.

NO East District D folks have the option to choose either meeting.

The general meeting of ENONAC has been rescheduled for February 23, 2010. Due to the all of the other upcoming events (Saint's parade and Mardi Gras events) and availability of St Maria Goretti Church it has been pushed to February 23, 2010. The agenda is still being developed and will be sent out upon completion. The meeting place is St Maria Goretti Church for 6:00 p.m. We will hold a short CAB meeting after the general meeting.

Master Plan Update

At yesterday’s meeting, the City Planning Commission voted unanimously to delay consideration of the Mater Plan until the January 26, 2010 meeting. The special meeting for Nov. 17 is cancelled and there will be no consideration of the Master Plan at the Dec. 8 meeting. Public comments received before the Oct. 28 deadline will be considered as amendments at the Jan. 12 CPC meeting. CPC staff will post the public comments and staff recommendations to the project website (www.nolamasterplan.org) well in advance of Jan. 12 meeting.

We will also make the report, with revised future land use maps, available as a pdf that we can e-mail to you directly. We will keep you informed of any developments in the process. Thank you for your continued interest in the Master Plan.

City's Plan for the 21st Century

The City's Plan for the 21st Century will be posted by midnight the evening of Monday, September 14th and will be available at www.nolamasterplan.org. Hard copies of the Plan will be delivered to the viewing locations below on Wednesday, September 16th.

You are invited to see the Draft Plan’s highlights and bring any comments or questions to the Open House taking place Saturday, September 19th from 9 am to 2 pm at the Dryades YMCA, 2220 Oretha Castle Haley Blvd.

We encourage your participation in the September 19th Open House and your active involvement in the Public Hearings that will take place on October 13th and 16th before the City Planning Commission. The Planning Commission is scheduled to make a recommendation on the Plan at its October 27th meeting. The New Orleans City Council will then deliberate the Plan and conduct additional Public Hearings. A final decision on a Plan is expected early in 2010.

(New Orleans) On Saturday August 22, 2009, the Renaissance Marketplace of Eastern New Orleans will host its monthly community market located at 5700 Read Blvd, at I-10 Service Road (adjacent to Lowe’s). This market will have a car show which will include a slow cruise and an open car-truck show. Those who wish to participate in the car show can register online for a fee of $5.00 or they can register the day of the event for $10.00. The following is a collection of excerpts from conversations and meetings with residents of eastern New Orleans over the past several months. While it may seem negative at times, it is meant to instill hope in our future and challenge each of you to do your part in bringing our area up to its full potential. These issues are not new to any of us who live in the area, but we should begin to view these issues differently. Instead of repeating them over and over in our meetings, we should try to develop a solution to at least one of these issues. It doesn’t matter how small the solution may seem—it could be as small as writing a letter—but bring it to a meeting, and be ready to galvanize the support of your neighbors in completing that particular task.

La Provence (8181 Lake Forest) Update

Latest (6/6/2009): A contract has been executed with a demolition contractor and the necessary “permits” from the Department of Safety and Permits have been issued to the contractor.


The Demolition of Two Apartment Complex in New Orleans East LA Provence and Oak Island apartments

I am very pleased to bring to you some very good news. After two years of testimonies and countless complaints I am proud to finally say that what many of us know as 8181 Lake Forest or LA Provence Apartments will soon be demolished. The owners have just sent us a letter agreeing to demolish the entire complex. They are currently in negotiations with a demolition contractor and New Orleans East will soon reap the benefits.

Also I am elated to say that 14101 Michoud Blvd formerly known as Oak Island apartments will be demolished. The permit was granted on May 20, 2009.

Both of these units were posing health risks to the citizens of New Orleans as well as negatively affecting the quality of life. Since Hurricane Katrina the community has been working diligently to bring New Orleans East back and I am glad to say that with this great news we are two steps closer.

These units were constant reminders of government's failures, as well as symbols of the greatest natural disaster to ever strike our country. By demolishing these units we can begin to put our dark past behind us and look to a much better and brighter future.

I would like to thank the community for being so engaged and staying involved in the process. I would like this to serve as a reminder that when we come together as one, with one goal, things change.

The 2nd Annual Christmas In the East Celebration

The 2nd Annual Christmas In the East Celebration celebration will take place on Friday, December 12, 2008 from 6:00 pm - 9:00 pm, sponsored by the Eastern New Orleans Neighborhood Advisory Commission (ENONAC). This family Christmas event will take place in the parking lot at 5555 Bullard in front of Jazz City Java Coffee Shop. Each eastern New Orleans subdivision is asked to host a table of kid-friendly refreshments. There will be great family fun and fellowship including games, horse-driven carriage rides, space walk, face painting, and music!

City Planning Comission Hearing on Kenilworth Zoning Change (Docket 101-8)

On November 25, 2008, the City Planning Comission will hear (Zoning Docket 101-08) the petition regarding a zoning change in Kenilworth from RS-2 to B-1A. This matter is very important to Kenilworth, but may set a pattern for the rest of the east if it is passed. Please attend.

On behalf of the 7th District, I would like to welcome everyone back to our community, after the evacuation of Hurricane Gustav. With the exception of a few incidents, the 7th District was well organized and patrolled for looters and other criminal activity.

We would also like to remind everyone that our "Walk The Beat Event" is around the corner (October 18th, 2008) and we are in need of participants and/or donations to help facilitate our daily needs of operation.

The cost for the race is $20.00, or a donation of whatever you can afford. Please spread the word to your family, friends, and neighbors. I would more than happy to bring anyone an enrolment form if needed.( We will have some available at the 7th district)

Zoning Docket 137/07 Request by HOLCIM (US) INC. for a Conditional Use to permit an integrated solid waste/processing/recycling and transfer facility in an HI Heavy Industrial District, on Area II, Lots 8-A01 and 7, in the Third Municipal District

Members of the ENONAC, businesses, and community groups representing Eastern New Orleans requested deferment of action on these two proposals until more research could be completed to address several concerns by residents and local businesses.

A motion was made to approve each request at the zoning meeting this afternoon, but both resulted in votes of 4 to 4, which will therefore be transmitted to the City Council as actions of NO LEGAL MAJORITY.

The City Council will now vote on these two proposals.

BRINGING NATURE BACK - VOLUNTEER OPPORTUNITY

Plant a Tree on Arbor Day and Help Restore Wetland Forests at the Audubon Louisiana Nature Center

The Coalition to Restore Coastal Louisiana, Audubon Nature Institute, Entergy Corporation and Restore Americas Estuaries invites all interested volunteers to participate in a community based habitat restoration project at the Audubon Louisiana Nature Center in New Orleans East. Volunteers will assist the Coalition and other partners to plant over 1,000 trees in five acres to begin restoration of this devastated forest.

When: Louisiana Arbor Day - Saturday, January 19th from 1:00pm to 4:00pm
Where: Audubon Louisiana Nature Center, 5600 Read Boulevard, New Orleans East (behind Joe Brown Park). There are two entrances–from Dwyer Road and Lake Forest Boulevard.
Attire: Wear clothes you are ready to work in- long pants and long sleeves, jackets if chilly and closed toe shoes (boots preferably). Some of the areas are wet.

EDUCATION

Locations have been selected by the Recovery School District (RSD) and the Orleans Parish School Board (OPSB) to allow for full citywide participation and involvement by parents and friends in the Master Planning process underway to determine the future of schools in New Orleans.

Community participation is to take place in five separate gatherings across the city. The community is asked to attend the meeting nearest to their neighborhood or where they have children registered as students.

Eastern New Orleans Holiday Celebration

The Eastern New Orleans Neighborhood Advisory Commission (ENONAC) is holding its first Holiday Celebration, bringing together neighborhoods and families of Eastern New Orleans. There will be a planning meeting for neighborhood association presidents this Thursday, November 29, 2007, 6:00pm at Sassafras Restaurant in the Avalon Hotel, 10100 I-10 Service Road, between Read Blvd. and Bullard Ave. This meeting will cover plans for carriage rides, food, decorations, and children's activities.

If your neighborhood association does not have a president, please coordinate with your neighbors and send a representative. Your ideas and participation are greatly needed. Please ensure that your neighborhood is involved in planning the beginning of a beautiful tradition.

New Orleans East residents calling (Fires)

State Representative Badon responds to request for an update on our meeting with the fire department about marsh fires in New Orleans East...

We will work to get State money in order to purchase special equipment to handle these fires. Unfortunately, early last week, a new fire erupted. This fire was again on private land. I personally went out to see it with the Fire Chief. It was approximately four hundred yards long and growing. Fortunately, it was an above ground fire. We believe that the rains we had a few days ago, extinguished the fire. We understand that it is a serious matter and we work closely witht he Fire Department get them whatever equipment necessary to fight these fires. - Austin Badon, State Representative

I'm proud to say that, as of November 1st, I have accepted Louisiana's invitation and will do my best to advocate for the cleanup of the shorelines, canals, bayous and wetlands of all 23 coastal Parishes. Entergy Survey

At our last meeting, we were given a survey provided by Ms. Bridget Carter of Entergy. Each neighborhood is asked to complete the survey and return it. If you have no neighborhood association, and would like to start one, Sen. Duplessis will sponsor a workshop to provide information on writing by-laws, filing the necessary legal paperwork, and other topics. More information on that is coming. Click here for the survey.

Bid to create 276-unit apartment complex in NO East Defeated!

A proposal was made at today's City Planning Commission meeting to create a 276-unit apartment complex at I-510 & I-10, near Eastover, but ENO residents created a united stand that defeated the proposal.
